How well connected is Hong Kong?
Very well. The Office of the Communications Authority (OFCA) counts 13 submarine cable systems landing at 10 cable stations, as at July 2026. They include SJC2, ADC, SEA-H2X and the Asia-America Gateway.
Peering is dense too. PeeringDB, read on 2 November 2026, lists 255 networks on HKIX and 254 on Equinix Hong Kong. HKIX belongs to a foundation of the Chinese University of Hong Kong.
Microsoft publishes median round trips between its cloud regions, measured over 30 days to 30 July 2026. From Hong Kong it shows 36 ms to Singapore, 39 ms to Seoul, 49 ms to Tokyo and 47 ms to Jakarta. WonderNetwork's public pings give 14 ms to Taipei and 19 ms to Manila.
Those are the sources' figures, not ours. We publish no latency or speed figures of our own: we have not measured them. Test from where your users are once the server is yours. The full city matrix is on the latency between Singapore, Hong Kong and Tokyo.
How many hosts sell servers in Hong Kong, and at what price?
Fewer than in Singapore or Japan. In Copperstrait's survey of 33 hosts selling bare metal in Asia on 2 November 2026, 20 sell in Hong Kong, against 26 in Singapore and 22 in Japan. Only 3 of them sell a Hong Kong machine payable in crypto, with no ID at signup, billed monthly and shown in stock.
At those no-KYC crypto hosts, a server with at least 16 cores, 64 GB of memory and 1.9 TB of SSD or NVMe cost a median $425.00 a month in Hong Kong. The same floor cost $903.51 in Singapore and $662.35 in Tokyo.
7 of the 33 sell China-optimised routes such as CN2.
What changed in Hong Kong law since 2020?
Six texts now reach a server in Hong Kong that did not before:
30 June 2020: the National Security Law applies from 11 pm, promulgated as Instrument A302.
7 July 2020: the Implementation Rules for its Article 43 take effect. Schedule 4 covers hosting service providers.
8 October 2021: the PDPO amendment adds doxxing offences and cessation notices, which can reach service providers outside Hong Kong.
1 May 2023: a copyright safe harbour for online service providers starts in Cap. 528.
23 March 2024: the Safeguarding National Security Ordinance comes into effect.
1 January 2026: the Protection of Critical Infrastructures (Computer Systems) Ordinance starts. Its sectors include information technology and telecommunications.
On 23 March 2026 the Article 43 rules were amended again. Since July 2020, a Hong Kong host can be ordered to remove content, or help decrypt it, under national security rules.
What can Hong Kong police require from a host?
Removal, assistance and, with a warrant, records. Article 43 of the National Security Law lets police require "the relevant service provider" to remove information or provide assistance.
Under Schedule 4 of the rules, the Commissioner of Police acts with the approval of the Secretary for Security. A designated officer can then require a hosting service provider to remove a message or disable access. A magistrate's warrant can add a demand for identification records or decryption help.
A service provider that fails to comply faces a fine of HK$100,000 and six months in prison. Two defences exist: the technology was not reasonably available, or compliance risked substantial loss to a third party.
Mostly duties for its customer. A host that only processes data for a customer is a "data processor" under data protection principle 2(4). The customer must bind it by contract on retention and security. Section 33, which would restrict transfers out of Hong Kong, is still marked "not yet in operation". The ordinance text contains no duty to notify a data breach.
How does copyright work for a server in Hong Kong?
Through Division IIIA of the Copyright Ordinance, in force since 1 May 2023. A service provider avoids damages if it acts on a valid notice of alleged infringement and names an agent to receive notices.
The customer can answer with a counter notice. A false statement in either one is an offence..
Do mainland Chinese laws apply to a server in Hong Kong?
Only those listed in Annex III of the Basic Law. Article 18 says national laws "shall not be applied" in Hong Kong except the laws in that annex.
The National Security Law was added to Annex III on 30 June 2020. It was the last addition in the version read on 2 November 2026.
The Mutual Legal Assistance in Criminal Matters Ordinance (Cap. 525) excludes "any other part of the People's Republic of China" from its arrangements. The security law's own channels are on can Chinese authorities access Hong Kong servers?
